I made a mild steel hob to test out if I could hob a GT2 pulley. It is not prefect but it seemed to work. Has anyone else done this, any advice available? I understand that the hob geometry changes with the pulley tooth counts but I couldn't find much info on what parameters need to change.

 
I can't watch the video right now, but if you are actually hobbling the pulley, the hob does not change due to changes in the tooth count, even when cutting gears. If you are cutting the teeth with a gear cutter (or tooth cutter in your case) then they would change. That's on gears, though, there may be more flexibility on timing belts than gears, since the belt itself is flexible.
 
I believe the space between the teeth is what changes the most on timing pulleys- the tooth profile stays virtually the same
That's one reason there is usually a minimum number of teeth below which you can't go
