Not part of the TA but it slips on and tightens to the .750" rod that connects the TA to the clamp.

Well a Quick Look on eBay shows anywhere from $40 to $135 that is the sold price. For articulated work lights. That should give you a starting point.

Swapmeets I see them right around $100 give or take.

I haven't been on ebay much for more than 10 years. It is the first place I looked to price this but i have forgotten how to look up sold items.
