That is an unusual size. I believe you should have no trouble finding one tucked inside a piece of 2.75" (or larger bar). There will be a number of material options, really depends on what you are using it for.
This is why I enjoy machining: you can make stuff that would otherwise be very difficult to obtain.
Perhaps you could describe the application and service, then the responses will be more appropriate to what you are trying to accomplish?

There are tap manufactures that can make you one. I don't think you will like the price for one.

Could you thread what ever you need done in a lathe or does it need to be done with a tap.
