Rong Fu RF-35 Mill Drill

I came across a RF-35 sitting in a warehouse a friend of mine owns. It appears to be in working order, but I was not able to power it up when I saw it. What is a fair price for one of these. I may buy it from my busy, clean it up and sell it if it is worth my time. Any input would be appreciated.
