I am pretty new to machining but have been looking at the tools for quite a while. This is something I have never seen before. It seems to be a too holder for use on the surface plate or possibly for use in the milling vise, maybe all of the above? Hope some of you recognize it. Thanks, -John

A better pic would help. Edit . Ooh , a movie ! Looks like part of an adjustable holder of some sort without the shank and clamps .

Here are some better photos. I’m thinking since it has no marking of any kind maybe it’s a shop made tool?

Shop made alright. For use on a surface plate. The channels machined in it indicate mad as part of a set-up to possibly slide it down a track; measuring more than one of specific pieces or process operations.
Just my opinion.

This is a fixture for grinding threading tools on a surface grinder. I had one just like it that was made in a college machining course by the students. I believe it has angles for a standard thread and for an Acme thread.

That’s great to know, I may never need that. Can anyone think of alternative uses, possibly?

Use it as a tool grinding fixture. Looks very versatile. Whether it was made for a surface plate or not seems irrelevant, all I see when I look at the video is a tool holder for any number of types of grinders. It's cold blued, indicating its origin as shop-made.
