How Do I Machine This, Manually?

The pattern looks decorative to me. What use does it serve? If so, just leave it off!
 
This might be a good project to cast using the original to make a mold, then cleaning up the worn areas before casting.
 
I may be wrong Bob but the teeth I think is part of the latches when you tap the head on the ground to let out more line.
