Looking at a 10F-28

Hi all, I'm looking at a 10F-28.
One of the pics the owner sent me is below.
I'm trying to identify piece with the handwheel. Any suggestions or guesses?

And what is the "28" supposed to be? It 'does not compute'.
Gosh, I'm not sure. The seller said that is what's stamped on the gear cover.
Edit - it has Timkin bearings if that makes any difference.
 
Ok that’s funny.
I’m trying to decide between this Atlas and a SB 9.
The SB is well tooled but tired with visible wear on the ways by the chuck.
The Atlas is 100 times cleaner and more cared for.
The Atlas is about 15 minutes away from my house whereas the SB is 90 minutes away so inspection is a drag.

The Atlas is a change gear lathe, I think the SB you’re scouting has a quick change gear box if that matters to you.

I sold my Atlas Change Gear lathe in order to get the QC Gear Box. I wouldn’t go back...... I’ve made several drawbars over the last few days and doing so would have really been taxing without the gearbox. And single point threading is really fun. I’d suggest holding on for the gearbox but will say that my Atlas is a great machine. The mass is about perfect for what I’ve been doing.
