Resolved Submit something for inclusion into the Downloads library?

It's my understanding that our Downloads library is moderated but I can't find a "How To" describing instructions for how/where to submit files. Search didn't help.
 
Let me see if I can locate something quickly. If not, I'll post a "How-To" and link to it here for future reference. Will be done this weekend.
