One of my jobs today, tap 4-40 through a 3/16 Diameter X 3/8 long Stainless dowel pin on a 14" lathe. , the drawing specified drill thru, #43 drill (.089") I chose a #42 drill (.093") piece of cake. As mentioned above make the hole a few thousands larger, unless you are sure that the customer will stick a thread gage in the hole then your Minor Diameter may be off. Otherwise do not even screw around with the "Recommended Tap Drill Size Charts".
If your parts attach the wings to a 747 then by all means do it as drawn.
As a hobbyist you probably do not have such a thread gage, you are making a part that you can not possibly measure.
In other words, have at it.
