What is this R8 collet for?

That was my first thought, but I dismissed it because of the lack of rigidity with all but the largest arbor hole. In other words the cap would try to make the blades concave.
 
I have one. It is a piece of junk. Make your own slitting saw holder that installs into a collet, designed so you can lightly dress the face and register with a lathe tool mounted in the mill vise every time you install it. Zero runout every time. Very cheap and easy build.
 
I used one a lot where I used to work. And it was fine. But at home I just made one for each saw.
 
I agree with Bob, I hate those "universal" type slitting saw arbors as pictured in the original post. Best to make one or buy the dedicated sized ones.
