2 way radio recommendations

Bear if you havn't got this straightened out yet you may want to look at the Garmin In Reach. Although it is not a voice contact it dose have a text feature. I know that is not what you wanted but this unit has a tracking feature that when activated will track that unit wherever you are in the world. It also has a SOS key that when activated will alert USCG and other help by Satellite. You can access that info on a computer or smart phone.
 
For some laughs I have been playing around with the CB radios a bit, I managed to chat to my brother about 3.6 miles away using a 2 watt hand held with a 54cm rubber ducky antenna , he was on a home base with 4 watts and a 5/8 wave antenna.

Thats across london. I was up primrose hill though so I guess that helps, I have had about a mile range in built up areas, and managed about 1.5 miles to a spot that wasn't high(above sea level) but quite open.
