It's missing the motor drive, clutch and gearbox, so that will all need to be replaced with a fabricated unit. The rust isn't that big a hurdle if you're willing to completely disassemble the machine and clean it up. It looks like a 16" and it has a vise, which is good. If you really wanted a shaper that size and were willing to put in the work, I think 200-250 would be a fair price. I gave 375 for one that was whole and not rusted, but needed some fixes to be functional.
