Clausing 4910 lathe

I have a clausing 4910 lathe with a AXA tool post on it. I had posted that I have a carboloy tar-8-2 tool holder.
I have checked and can not get the tool holder low enough to center the cutting edge. Should I have the tool holder
bottom milled or mill the axa holder? Just wanted some opinions as to what is better.

How far off is it from center height?

Typically I'd mill the bottom of the tooling shank (what you're calling the tool holder).
