Emerson Motor And XSY-AT1 VFD HELP

I'm changing my SB lathe from an expired 1/2hp single phase to a new Emerson 1/2hp 3 phase and a VFD. After wiring everything and testing I found I was only getting 630 rpm from the motor and I can stop the pulley with my bare hand. Set all the parameters needed and no change in the rpm. I thought maybe I wired in accidentally the motor for high voltage. But after checking the label I confirmed I wired it for low. Thats when I first noticed the label shows the high and low to be wired the same. Can this be correct or am I missing something?

No not the same, low voltage wires 4, 5 and 6 are connected together (use a wire nut and electrical tape), then each of the 3 phase L connected to motor wires 1 and 7, L2 connected to motor wires 2 and 8, L3 connected to motor wires 3 and 9.

WOW. How foolish I feel after reading your post @mksj Looking closely at the diagram it is so clear. This is the my problem sometime. I think I know but don't. So thankful for the help here.

Tomorrow I will tackle the VFD again and see if I can now figure out the programming.
