Fitting a 9x20 cross slide

I am working on a re-fit of my HF 9x20 lathe. I've scraped the carriage to the ways, built a solid tool post, and made some other small improvements. I'm currently scraping and fitting the cross slide and gib. Pictures at the link below. I've got it all together now but when I make a cut, the tool deflects so much that it cuts on the way out.


In the miniscus of oil on the cross slide, I can see the slide moving slightly compared to the saddle. When I put an indicator on it and a 12" bar in a tool holder, I can easily cause 0.003 deflection in either direction with a lever arm of 3 in. I can reduce it by tightening the gib but then I can't move the cross slide. And even with the gib over-tightened, I'm still getting deflection. I'm about to take it all down and start checking against the surface plate and straightedge.

Any ideas about how to find the problem?
