Grooving Tool

Hello all.

I was wondering if there is a tool and the name of it, that will cut a groove into the end of a piece of stock.

Considering it to be the face of the stock, they are called face grooving tools.

Type of material? Width of groove? Depth of groove? ID or OD of groove? Lathe, mill or ??? Desired tolerance?
