Start over and make a new bushing. Now that you know how much it shrinks when you install it. Just make the next bushing with a rough hole size to shrink to the correct size when installed.

If the bore is a critical feature of the part a .612 -0+.0002 chucking reamer may be bought from McMaster for $51.00, if as you say you can open the bore with a wooden dowel and sandpaper then do so, spending an hour or more making an easily available tool is foolish.

I work $9/h. It's actually more economical for me to spend 5 hours making something than spend the $50! :)
