Is this some sort of manual tracing setup? Doesn't have a standard tailstock.

Looks to me like one of those Frankenmachine let's-make-it-up-as-we-go things. If I'm not mistaken, the "x" shaped device closest to the headstock is an old picture frame mitering clamp but it's upside down. Like this one..

Good eye! The "tailstock" seems like some kind of armature balancing jig- may be just sitting there and not attached to the bed
The rest of it looks like your standard Atlas 12" (with the tall compound, the 10F is lower)
