Theory is that as the drill size goes up, so does the hp requirement, and hence the likelihood of a larger machine. But as you said, sleeves and adapter cab be had to go almost anywhere, and various materials really change the ho requirements, so I guess they had to draw a standard up somewhere. At times, I have seen options on some drills being available in a couple of different taper sizes.
