They look like HSS ground form tools?
could well be a gunsmithing crown cutting set?

Estate is from a gunsmith.
The lower one looks like a radius forming bit, not sure about the upper.
They appear to be blanks, though.
1 has Armstrong markings, 1 has a circled B, and another has a Jessup and bros.mark.
