PM-835S mill Y axis hard to turn when knee is high up

I can't seem to figure this out. When I have the bed hih up closer to the spindle, the Y axis is quite a bit harder to move front and back using the handwheel. When it's lower, it's very easy to move. I'm not sure what could be causing this.

That does seem odd, I just looked at the manual, but they don't have a good brake down of the table. Does the table go up and down OK?
