Removing

I wish to polish ( or maybe chrome ) outter ring on the hand wheel on the tail stock of my Logan 820. To do that I need to remove the 'finger' handle attached to the wheel. The handle is chrome and I doubt it is original but it appears to be somehow jammed into the hole meant for it. The hole is not drilled through the boss on the wheel and the handle soes not spin easily although I can turn it with great difficulty..
I need to know how it's connection into the wheel is designed and how I might remove it and later replace it. Any input would be greatly appreciated.
