RF 30 Mill

You might consider applying some Prussian Blue to the quill and try inserting it. That should show you exactly where it is touching. Then you can go after that spot.
 
How is the clearance between the pinion teeth and the quill rack? I found the pinion to be slightly out of round on my RF31, so the tooth clearance had to be "optimized" by adjusting the play in the downfeed housing bolt holes until I got a smooth yet low backlash result throughout the quill travel.

I don't think it's a rack/pinion issue because it's still tight with the pinion shaft removed
