Inter Continental Corporation out of West Boylston, MA.
I am trying to figure out what exactly it is doing. You can do 2-5 flute taps. As you rotate the handle you can increase the amount of relief on the tap. Which pushes the tap forward then snaps it back.

It looks to be a saleman model, came from the home of the owners of O.K. Tool Co in Milford NH. Bunch of pamphelts and instructions in the box.

People smarter than me at work pointed out the base swivels also which then would pull the front lead in chamfer away from the wheel as the cutting edge approaches the wheel. Then comes back in after the cutting edge passes and relives the back of the thread.
 
It is a tap sharpening attachment, used on a tool & cutter grinder, to sharpen the cutting chamfer on the tap; I have a similar unit made by Weldon, who also made the air bearing end mill sharpening attachment. Mine has several different cams for different numbers of flutes and sizes of taps.
