Turning 9" pulley on 10" lathe

For Aluminum, if it was me I'd rig up an offset toolholder for a HSS cutter. Then slow and easy infeed. Might even resort to bracing it somehow off the bed to cut down on spring.

Need to turn od of a 9" pulley. Will have a v groove for a 7mm round belt. What tricks on getting that large of od on a SB 10" lathe. Or another way using a mill. I have a face plate but don't see a way of holding a HSS bit in lathe tool holder. Blank aluminum is at 9" od

Accomplished with boring bar facing outwards. ended up with a full 10" pulley which was even better on the 10" South Bend. thanks for the help!
