Found this in with some machine tools. Can someone tell me what it is?

Not to state the obvious but appears to be for setting something up to a specific angle. Looks like it was meant to attach to a round rod. Worth it's
weight in brass. Mike

My first guess was a tool to measure angles. The wheel on one end is connected to the scale on the other end by a small drive belt. Or maybe to measure multiple items to insure they are concentric?
