I found this in a box of tools I received from a friend. It has 3 openings of approximately 5/8, 1/2, and 3/8", there is a small groove at 90 degrees to the opening of each diameter. There is a punched label of C3 on it. Any ideas?

Looks like some sort of a crimping fixture, but not sure.
 
On first glance, it looked like a swage block used to form or swage a flange on a piece of tubing but looking closer, I noticed the grooves running down each side of the openings so I believe that it is a crimping tool used to form crimped fittings on hose. A slightly over sized piece of tubing would be slid over a hose connection and the tubing crimped with your tool, either in a vise or by hammer. The grooves would allow the displaced metal a place to go, resulting in a reduced diameter on the clamp and a secure fit.

It does appear to be a crimping tool. The sizes are about right for air hose.
 
it's a crimping tool for putting crimp on ferrules for air/propane fittings on hoses
i have used a couple different types- this type is used in your vise
