Is it some sort of sharpening jig ?

Looks like a small Lapping Plate.

Hard to tell from the picture if it's a diamond coated stone with a groove for sharpening fish hooks.

A wider shape than the the small diamond lapping plates commonly seen on this side of the pond (the ones that I have are 1" x 3") but it sure looks like it. Try lapping an old carbide tool bit or insert. If it cuts, it's most likely diamond.

Thanks for the replies.

I've had a closer look at it and rubbed it against HSS and Carbide.

It has a fine grit surface that will scratch Carbide and HSS.

So some sort of sharpening / honing tool.

If it will scratch carbide its most likely diamond coated as others said.

Yup, had one just like this years ago - for sharpening fish hooks.
