When to Reverse in the Mill?

You also need reverse to use a right hand lathe bit in a flycutter.

I have a few of the left handed end mills, I've only used them a few times because there odd sizes.

I have a basic 1 1/2 hp Bridgeport J2 head variable on a American rotary Phase Converter so I an studying and found this !! Any reason my converter makes a difference in doing this when taping, I guess it is safe to air test, right ???

No problem. Very safe to air test.

I checked with American Rotary as well and there is no difference in what the mill see's between their converted 3 phase and that from the power company aside from a 98% eff. I did test and it works fine, groans a bit if you do not allow enough deceleration Only tried it in back gear slowest speed. It will be great for power tapping.
