[How do I?] Noob - Need to Make a Shoulder Bolt Washer

That's really thinking "out of the box"!!
I would think one would have to be very careful torquing the nut on.
Not much mat'l left up towards the head

Heres something close to what you're doing. These are for a 50 Merc. seatback. I started with a 7/16" x 1 1/2 bolt, kept the shoulder, turned the rest down to 3/8", Tapped it 3/8-16 and good to go.621C5319-E935-473C-A9B8-1913A11E6556.jpegB1B0AD67-41C7-425E-A07D-42C0FC89B11A.jpeg
