I have the opportunity to pick up this stout grinder local for $100. I want to run it with a vfd. Here’s the catch. I don’t want to spend a lot on the vfd. It’s a 1/3 hp motor. Can anyone recommend a cheap vfd to power it?

Why not do the capacitor trick and run it from single phase, much cheaper than a VFD, and you don't need to be able to control the speed on a grinder. About 12 to 20 uf should do it.
Might look at the Teco L510, inexpensive ($125) and available with either 120V or 230V single phase input. They are easy to setup, I would go with the 1 Hp model, you can use it on other equipment at a later point. You will need a sealed enclosure, I recommend steel to dissipate the heat.
