Usually used on ships, Lein Weber also made one quite similar. You missed the shaper! It is hard to see how the vertical head would have been used, I suspect that is a drill press, there must have been a table that attached to the T slotted pad below it.
 
A shame to see it moldering away- Imagine that thing all fixed up with a nice coat of paint
The vertical head motor is missing, unless it was shaft-driven from underneath- I'll have to look up that brand
 
The marriage of a lathe and one or more metal working machines has always been a bit of a Rube Goldberg proposition, but the combo horizontal and vertical milling machine has traditionally been more successful. I have one, and it's a versatile arrangement.
