Arbor Press Bolster Plate

I picked up a Dake #2 ratcheting arbor press without the bolster plate, why do they always seem to get 'lost'? Anyhow, I picked up a piece of 1" plate and had it plasma cut into a 10" dia round. I work at a tech college and was using their bolster to lay out the slots on mine, it's for a bigger press and I'm adjusting. My question is, why are the slots different depths from the edge? I did a quick check on the 'net and from what I have seen, this is common. Even my little press is like this.

I ass-u-me it may because it's/ they are cast iron and staggering the depths stops and stress riser type situations? I was going to make them all 3" deep, a little shy of the clearance on the base.
