Can you give a little more information? What kind of vise is an 8646? The closest thing I see on eBay is this 7408 which might make the one you're looking at a pretty reasonable price. Frankly, it sounds a little steep to me but, again, that depends a lot on what type of vise it is.

A decent 4" Kurt style vise can be had for that much or less.

That is an old style vise, like a Bridgeport. They have been replaced by the Kurt style, which is designed to resist jaw lift and tilt.
Kurt brand vises are expensive, but there are import versions of the same design.

I wouldn’t pay $200 for a 4” milling vise . Thats my thought.

Are you looking for a vise to supplement a larger vise, or do you need a primary vise? What size mill do you have?
