Setting up my first lathe and noticing the lantern tool holder needs to be angled, or rocked, nearly all the way down to reach centerline. Is this normal?

As long as the tool bit is on center you should be good to go. Are you using an Armstrong type tool holder?
 
I believe so. Just thought it would be more of a 90 degree angle
 
I think a photo or two would be useful here. A slight downward angle is one thing, but really angling down at the tip is liable to give you troubles maintaining any kind of positive rake on your cutter presentation. Sounds like maybe someone switched in a larger lantern post or maybe larger tool holders?

That does look funky, do you have any other tool holders? Should be one where the bit comes out much lower.

Wrong tool holder. That looks more like a tool holder for a shaper. If you look at a copy of How To Run a Lathe by South Bend it will show the proper tool holders and good instructions. You should be able to find a copy on line.
