[How-To] Cut a flange on a 3/16 hardened bushing.

I have these bushings to be modified and could use a little advice. I am trying to do it on my little watchmaker’s lathe due to the size of them. I could use a hand on cutting geometry for some hss for this job. I got hss to cut it but not that great. Would i be better off going to the southbend? Would the brazed on carbide bit cut better then an insert tool? Stick to hss? Regardless I would need help with a cutting geometry then. I do think i need a small nose radius to cut into this flange also due to the size of the part

I realize if i had my surface grinder running this would be a 10 minute job for all 3 of them. Story of my life with this 90+ heat in my shop lately. Makes it hard to want to cut anything.
