E-brake Mechanism

Perusing YouTube, I found this little gem of a video:


I'm thinking it is some sort of friction lock in the mechanism, like this friction ratchet.
 
I checked mine on my '99 RX. It definitely makes audible clicks as it ratchets down. Then you push it again and it makes a single click and releases.
