There's one missing- where is T8?
Between T5 and T8 you should see the meter swing toward zero and then climb to infinity (OL)

T8 may be made inside the motor.
if the capacitor is functioning yes, the analog indicator will move to charge the capacitor- but only if the centrifugal start switch is closed and functioning
 
if there is no T8 connection made anywhere, that may explain poor starting

Thank you very much, the physical appearance of this motor shows little use. All the wires have flexibility with sound insulation.
Inside has zero contamination from saw dust, spiders etc.
I am hoping it’s something simple??

yes for 115v operation T8 will go with T2 and T4

You mentioned 8
When I took it apart the first time, the black load had 4 wires and the white had 2.
8 was joined to 1-3-5.
I wired per the plate, reinstalled the start capacitor and all fires up immediately. Smooth and quiet.
It turns the same direction each time too. Counter clockwise Which makes the blade move in the correct rotation.
Eureka!
