We used 90 deg included angle on spotting / starter drills exclusively on machines where clearance was not an issue, ( manual, automatic , & CNC). Because of there size and rigidity they would guarantee hole location and chamfer the finished hole repeatedly. Even if they were only cutting with one lip, they would in essence bore the hole true to location.
