Help identifying a tool holder

Can anyone tell me what this tool holder is? Obviously it fits an R8 spindle, but I don't know what the lower end is. It has been in my toolbox for a long time and I don't remember where it came from. I was hoping I could find (or make) a face mill for it.

Many of the face mill holders furnished with Chinese mill-drills had completely bastard dimensions and will not fit a standard face mill or shell mill. The photo looks like it could be one of those.
