Good evening ladies and gentlemen. Would any of you fine folks be able to help me and tell me who made this drill press and model? Also any other info you may have. I haven't seen one but looks interesting. Thank you in advance

i'm sorry i have not seen a drill press that looks like that before.
it appears that it may be the drill head from a larger machine that has been placed on a bench
the large flat belt screams antique
