I can't seem to remember what these are called....so when I look them up I can't find them.

Well I have never seen anyone use them.
The steps are all at different heights so I assumed set up block but....
 
Hmmmmm, I have never seen one before......

All the steps seem to be "as cast" and NOT precision machined/ground surfaces.....
How is this thing used?

EDIT: all my online searches just find the usual step-blocks you get with any mill hold-down kit:

These are primarily used in setting dies and other non precision jobs where speed vs accuracy is desired.

You would pick the step closest to the die plate thickness needed to be clamped and use that as an anchor for one end of your strap block.
