I tried to Google "Ktec" and "Ktec Live Center" Nothing came up.
Japanese is a good possibility. Looks like this center was part of a set that had interchangeable points at one time. Ktec could have been bought out by another tool company like Riten or one of the others out there that have interchangeable point centers. Also could be a name used by a tool company for selling the generic tool?
Got to be someone that can shed some light on this.

I believe that Ken is correct in that they were mfg. in Japan. I just can't remember why I recognize the brand...
