I generally use saddle soap to keep leather items supple. Of course I'd only use it on the non-contact side of a drive belt.
Both a local leather dry cleaner and the US Army recommend cleaning the split cow hide rough side with a brass bristle wire brush. In the military we often did this by putting a chamber brush in an electric hand drill. This draws out oil and would tend to give a better grip on the contact side.
