Well It's done.
I had hoped I could thread the handle but because it rotates and the handle would hit things that didn't work. I cut some bar stock and mounted it in the mill and ramped it to make a cam on both pieces and the two pins to the back cam. I then used a jam nut 3/8-24 and a button head screw as a stop works great.
I found out there is a spring on the inside of the clutch to help the release of the clutch, but at this time I will use without it, it seems to work just fine.
