Machining a large timing pulley - work holding question

Most of those flanges can be removed and put back on ( if you really need them ) . I usually just remove them and make sure the belt is tracked good . It makes for easier belt swapping also . Taper lock hub is a wise choice for these timing pulleys also .
 
I would probably mount on a faceplate for both operations. Space it away from faceplate if needed depending on size of through hole in plate. It would also be good solid mounting if you would decide to broach on the lathe.
 
If you have a 3 jaw with two piece jaws, soft jaws would be the answer.
These ones are aluminum, block the jaws and machine a recess to fit the part, near zero runout when done.
