Methods to securely attach a 3/16 cast aluminum band to a 6061 brace?

I ordered some 4 mm x .7 tapered machine screws. I will drill and tap 4 per side. Thank you all for your help.
 
that's a new one on me. I never knew there were tapered screws. I know that self threading screws are tapered in the beginning and with a cutting slit. Are those the tapered screws you are buying?
 
Is that 3 piece "bridge" really necessary? If it is not then I suggest forming a piece of 3/16" flat to fit the OD of the casting. Use countersunk rivets to fasten the strip in place. A properly designed rivet pattern will not impair the strength of the casting.

If it were my project I would have the casting TIG welded.
 
Ah. A better description is: Flat head countersunk screw.
Yes, I believe the bridge is necessary. The weight of the instrument is about 50 lbs. The current moment arm is 4 inches on a radius of about 14 inches. Extending it to over 8 is a huge improvement; torque on a moment arm follows a sequent function.
 
Be aware that metric flat head screws need a 90* countersink. American standard flat heads need an 82* countersink.
