New Live Center Normal or Problem?

Hey folks. I bought and just received this new live center (Accusize branded). It spins by hand with a fair of amount of effort and doesn't seem smooth. I haven't mounted it. Should I return it? Is there perhaps a break-in period? I've never used or handled one so I'm not sure if it's ok or not. I was expecting a very free spinning and smooth action like a heavy skateboard wheel.

Attached is a photo. It came sealed and otherwise looks new.

It should be smooth, but might should not spin by itself. Most of the live centers I’ve used have a bit of rolling resistance.

Mine spins with some resistance but it is smooth.
