Turret lathes are production machines, predating cnc. If you need to make a lot of one thing they can be useful, and fun to run for a little while.

Yes, a turret lathe without tooling is nearly worthless.

Tooling up a turret lathe can be very expensive, but they are nice for short run production if you are good at setting up. They are more specific to longer run production and if set up correctly and run with care and can be fun to run.
