Panel breaker sizing for a VFD (yet another question on that topic...)

When I shut down my VFD, the lights are on and the cooling fan continues to run for 3-4 minutes, til the capacitors are drained. The Mfg warns that a shock hazard exists until the display and fan are stopped. So I have to accept their warnings. It is a Lenze SM Vector 5hp unit.
 
My understanding has been that VFD convert the incoming power to DC, and then use that to generate a much higher frequency signal (3kHz to 16kHz) that can look like the 60Hz to the motor. The conversion requires a small "holding tank" of power to be able to supply the output. They have capacitors. . . but, they don't have "starting" capacitors.

BTW, that DC intermediary is why they can run a 3-phase motor off of 1-phase power.
